About The APDEC
The Eastern Cape Provincial Council for Persons with Disabilities (APDEC) is a “Not for Profit Organization” affiliated constitutionally to the National Council for Persons with Disabilities (NCPD).
APDEC was established in December 2007 and registered with the Department Social Development as NPO on the 11th August 2008.
APDEC’s area of operation stretches over 168 000 square kilometers and is divided into seven districts and two metropoles. We are currently represented in Amathole, Buffalo City, Saartjie Baartman, Nelson Mandela Bay (including Port Elizabeth, Uitenhage and Despatch) and Mthatha districts, but still need to establish a footprint in the Chris Hani, OR Tambo, Alfred Nzo and Ukhahlamba districts.
According to the 2011 census survey, there are approximately 478 000 persons with disabilities living in the Eastern Cape.
Our Affiliates’ levels of service delivery vary according to their stages of development. Nelson Mandela Bay, Mthatha, Grahamstown, Graaff Reinet and Kouga are the established NPO-registered Affiliates while East London, Centani, Nqamakwe, Addo and Butterworth are affiliates that have the potential to be be empowered to support the community but need guidance and mentorship to become a sustainable unit.
APDEC Objectives
The co-ordination and standardization of service delivery to persons with disabilities in rural and developing areas through existing organizations as well as through the development of new Affiliations for Persons with Disabilities in the Province of the Eastern Cape.
Our aim is to promote the advancement of people with disabilities in the Eastern Cape Province to enable them to attain their maximum level of independence within an integrated and inclusive community.
SHORT AND MEDIUM TERM GOALS AND OBJECTIVES
To measure and to make a difference in the lives of disabled people living in the Eastern Cape Province. The following short and medium goals and objectives were identified:
- Building an active member database though branches to determine real needs and to strategize accordingly;
- Establish Affiliate offices in all seven districts and two metropoles through a phased methodology;
- Build capacity and empower existing and developing Affiliates to NPO status in all seven districts to improve efficiency of service delivery. This include issues such as skills training, functional offices, basic communication equipment, good and sound financial governance through sustained initiatives;
- Raise awareness and sensitize the general public, business, local/provincial government and institutions on issues affecting persons with disabilities, e.g. accessibility;
- Build partnerships and sustain relationships;
- A stronger focus on fundraising proposals to support our development programs;
- Develop and improve communication channels to ensure the availability of information to take informed decisions to make a life changing impact on the lives of disabled people;
- Advocate and lobby towards a disability rights culture, oppose policies, practices and conditions that is harmful to and not conducive to the care and well being PWD
